Add payment method successfully, but unable to send money

I successfully set up my paypal account and added credit card. I am not required to confirm card, my card is automatically confirmed

 

However, when trying to send money to my friend, i got this message "We added your new payment method, but can’t use it right now"

 

How should I ressolve this issue ?

I am in europe and also received this error message: "We added your new payment method, but can't use it right now". I have sufficient funds in the account i successfully added / verified. Can you please explain why the error message is occuring?
