I created my account long time ago, the account was creating in USA, because I was there as tourist when it was created, I've been using the account since then, one month ago I received a transfer for a friend, and I cannot receive it since i don't have a TAX ID in USA.
Paypal is country specific so you have to open a paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.
You would never be able to accept or withdraw funds from another countries paypal account and should not be using it.
Best close it and open one in the correct country.
