Every couple of months I get charged 8.99 but resolution centre doesn’t seem to understand why any one have an idea Trying to get an answer from PayPal is so frustrating

Check if you had a subscription set up...
Click on the profile tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > "manage pre-approved payments''.
