Failing IPN notifications - Payments Pending Status

We are setting up a new Classified Ads site, using a proven script.

I am at the point of testing the ad upgrade payments, and having problems with:

PayPal emails coming through advising that the IPN is failing, and they are.

The payment is received in the recieving account, but showing as Pending.

Our website is showing the payment as failed so we can't upgrade the ads.

 

I have been seeking support from the script autor, he has tried everything his end, and has resolved that the code in the script is same as they have been using for ages, and all other installations of this script are working fine.

 

After reading all the PayPal help articles on the subject, I am assuming that the payments recieved are showing as Pending due to this account not being active for some time? But, I am not sure if this is the case or not?

 

I am also assuming that if the payments were recieved normally, the handshake with our script returning URL would work correctly?

 

Can anyone help with this please?
