Captcha not appearing when trying to sign up on paypal-support.com

We are trying to signup at paypal-support to submit a technical support ticket (signing up with just an email address, different from this account we're posting from, not a paypal account) but when we fill out the information on the registration page below, it keeps saying we have to "Please verify you are not a robot" but the captcha is not actually appearing so there is no way to do that confirmation.  Tried different updated browsers (edge and chrome) on windows as well as flushing the cache and reloading the page.

Contacted PayPal support and this was a bug on their end.  It's now fixed and I was able to create a login and enter a support case.
