shopify collab payments to paypal keep Failing

I have Collabs as an App in Shopify and have setup around 20 payments to be made via Paypal. The Make Payments is green in Shopify and all appears to be OK but the payments are being labelled as Failed.

Anyone else having this issue pls?

I am assuming there may be a setting in Paypal blocking it?

When I am directed to the website to add more business info, the website redirects to a Help Page without allowing me to actually input any info...
