"There's a problem with your shipping address"

Hello!
Since about a few weeks ago, when people try to sign up for your subscription service, they get an error from PayPal saying that:
"There is a problem with your shipping address.
Please return to the merchant and update your information,
including your city, state, and ZIP code."
This has not happened before and we didn't change anything on our side.
We're using a PayPal hosted button for the sign-up process.
We already contacted PayPal three times about this issue and never received any response - not even a message that they received our email.
We searched the internet and found that this seems to be a common issue, but could not find any solution.
Does anyone have any idea what we can try to solve this?
