payment received notification started going to wrong email

I previously understood that the notification for the payment received should be sent to the email address the payment is sent to.
but all the notifications have started to go to the primary email address
has something changed that is overriding the previous process?
we have 2 websites taking payments into the one paypal account
until very recently the payment notification went to the correct email address, but now they all go to the primary
has anyone else experienced this?
is there a fix?

same thing here, I have looked everywhere and cant seem to find a solution, this is an issue as I need to separate general PayPal emails and recieving orders
