Hi
I'm developing a new site and need the easiest way to deal with my shopping cart
through paypal.
I've used IPN for buttons in the past but am now out of date and have never implemented
a full cart anyway. (I have business account/sanbox etc.)
I have my local cart done and dont need to itemise on paypal.
What I would like to do is just submit my p/o number and amount to be paid
and deal with invoicing direct to the customer by post and email.
As I see it this means I need IPN and a button I generate on my site for each order
and just send the button.
Can someone advise me
a) If this will work
b) the simplest means of current implementation (I use PHP)
If it wont work could someone point me at the easiest cart
method (no third parties) I can implement without passing all
transaction details.

You can create the invoice, and it will send an email to the buyer with a button that allows them to pay with PayPal account or credit card. You can manage the invoices from within your PayPal account, too.
Is that all you need, or are you wanting to actually make a shopping cart for your site? If so, are you using WordPress, or what is your site built with?

I have already written a shopping cart - and will email my invoices to my
customers.
What I'm looking for is the simplest method of allowing them to
pay via paypal without forwarding all the details of their cart.
I'm guessing just using a buy now button on my cart page
is going to be the best method.
Does that raise any issues anyone can see?

Okay...then it sounds like you just need a regular Express Checkout integration. I would recommend that over a Buy Now button, but that would work, too.
