Issue using Paypal Buttons for Cart Submission

I have a website that's active a couple months each year for a fundraiser, and it's been working fine for about 7 years now.  Today I attempt a test transaction before the cart submission form goes live for this year and when I click the PayPal "Pay Now" button I get forwarded to the URL "https://www.paypal.com/webapps/shoppingcart/error?flowlogging_id=93f4f92c3abce&code=GENERIC_ERROR&mf... with the displayed error message being "

Things don't appear to be working at the moment. Please try again later."
 
Below is my web request information I'm using to send the cart data, taken from Chrome's property inspector.  Does anyone have any recommendations or ideas what might be happening?
