My paypal merchant card payment processing not active for buyers

I have a woocommerce where i integrated paypal paymnt about 8-9 month back. all were ok including option for paypal card payment option active for buyers then. Then i redevelop/redesign  the website with same domain and reinstall woocoomerce paypal payment. However, now PayPal account payment is active for buyers in my website  but paypal card payment option is not active for buyers.

I tried many test order through paypal sandbox account , all were successful but when come back to my main paypal account woocommerce backend it says -1) for card payment processing option you need to complete onboarding or 2)sometimes it shows it is not active and will take some time.

Please help me fix it
