There is no "Paypal Payment Optional" option in my sandbox account

Hi there,
I have created a sandbox account and have linked it to my test wordpress website.
It is just set up for the seller of the goods.
I am selling membership to people who don't use computers much and they don't want to be forced to create a paypal account.
You can select the membership, but at the checkout stage, when you click the paypal button, it forces me to sign into my paypal account.
I've seen that in documents I should be able to set paypal account to optional under profile/selling preferences/website payment preferences.
However this option doesn't come up on my account.
Is there any way I can get around this problem?
