Paypal extra card not visible on account

I am unable to access or use my Paypal credit card, or ANY OTHER credit card that I have linked to my account. I have no way to even see if I have scheduled my payment. Customer service is useless! How can this happen again. It took about 25 days in January of this year to resolve this same problem. Now it has happened again!

I don't understand. I can't go through this again!

Does anyone know how to file a complaint with the FCC

File a complaint at the Federal Trade Commission at https://www.ftccomplaintassistant.gov

They do not resolve individual complaints, but if they receive enough complaints, it will be investigated.
