Paypal Error?

I tried buying a motherboard for my computer for $120 dollars when I was checking out of newegg.com a error popped up saying:

"We are not able to process your payment using your PayPal account at this time. Please return to the recipient's website to complete your transaction using their regular checkout flow."

I called paypal and they said nothings wrong with my account and that it should be fixed within 24 hours however it still isnt fixed and I'm curious why I wouldn't be able to buy the item now in the first place when everythings verified?

Yes, the Paypal system is down.

Yesterday, I tried to pay for a $23 purchase at Goodwill with my Paypal debit card. It wouldn't work. The cashier thought that her system was having problems, so I walked across the street to Safeway to buy something and pull $40 cash back. That would not work either. Mind you, I have several hundred dollars in that account, so there should not be a problem.
