If I am not mistaken, I believe PP will still pull a credit score prior to issuing you a debit card. If you have not entered your social they will find other means to obtain who you are including your IP Address and who it is registered to along with an address to find your identity.
I would recommend you pull all three credit reports and find anything negative that could be causing this. You will either have to get it removed or play the waiting game for it to be removed before you can obtain a PP debit card.
