Constant PayPal Credit Issues

A couple of days ago I applied for PayPal credit, I was approved with a two thousand dollar limit. I go to eBay and attempt to make a purchase. The first error I get is "We can't verify it's you" So I call the support number, and the system says it can't help over the phone and send a message through the message center. I do that, and after two full days, I get a generic response. Finally, after another day I learn I have to finish verifying my account, SSN, address, etc. I do this, and the chat rep says everything is good to go and should work normally. Again, I attempt the purchases, getting a host of errors that will be attached below. I call Synchrony, they transfer me to the Security Dept. of Paypal, who says my purchase is probably being flagged by the system, (which thinks it's shady) and there's nothing they can do about it. I've tried this with a multitude of items from eBay, all of which give me similar errors. So I'm to believe every seller on eBay, including huge brands, set off the security system? No idea what to do at this point, trying to get these purchases to go through before a trip. It kind of sucks considering the hard inquiry on my credit and now not being able to use PP credit anywhere, including trying it on other sites such as Best Buy
