how do you get someone to listen at Paypal?

For over 6 months I have had this annoying message on my account, and nothing will remove it, and Paypal will not respond to queries about it.

It is a nuisance, as it pops up over the main screen every time I check my account.

Any ideas to get rid of it once and for all?

There is nothing wrong with my account, all payments up to date, no open disputes, nothing.
