Why does it say pending for funds transfers family and friends

Transfers from bank accounts are never instant, that is why when you buy something paypal credit the seller upfront for you and paypal take the wait for the funds to transfer to pay them back again, this is so you get your item without delay.

However if you are just sending to friends / family 'gift' payments then paypal do not credit in advance and this time its you that takes the wait.

Echeques take 3-5 working days to transfer in the US as Paypal use the slowest (cheapest) transfer option BUT funds normally leave your bank account from a few hours up to a few days later.

I'm having the same issue.  Using credit card PayPal charges fees, using bank account they don't charge as much fees so they keep your money longer to coolest some daily interest. There is absolutely no reason why it takes 3-8 business days to transfer money. Etrasfers are done in hours.
