Unable to view messages from paypal email support

The link they sent with "view response" https://www.paypal.com/selfhelp/smc/ redirects to https://www.paypal.com/mep/dashboard

There is no "inbox" link under the bell icon. Also, what should I do when the seller lies on the paypal claim? I have proof with messages and pictures of the product he sent (broken)
