Because Paypal use the slowest (cheapest) transfer option.
That is why if you pay a seller, paypal will CREDIT that seller for you so there is no delay in the item being despatched and Paypal will take the wait for the funds to transfer.
But if you add funds or awaiting a refund then you would then take that wait.
Advice is voluntary.

This is my $$ from my bank going into my paypal. Wtf is taking so long? It should be instant, not 6-8 days !!! The whole process is BS

As I said Paypal use the slowest transfer methods to keep costs down and that is why when you pay someone they credit the funds to the seller.
But if you add funds, you take the wait.
