Does paypal require the input of itunes cards to make a payment?

I have someone who is trying to send me money and I was told that he needed an itunes gift card to process this transaction and that paypal was requiring him to input $100 gift card code to process this large amount. Does anyone know if this is true?!?! I am not finding answers anywhere. 

Then I was told that I needed another gift card because paypal stopped the payment. I feel like I am being scammed but I do not know.

ITS A SCAM.

No funds in your paypal balance = you have NOT been paid.

Paypal does not require you to send tokens, vouchers or anything else to resolve any paypal account issues.
