Repeat of the problems from september when card declining at retailers, but funds been taken from account.
Ring paypal customer services, promise call back, 12 hours later no call back.
Open paypal dispute paypal decline it as on the card.
I believe now legally as they are a bank they are breaking the law with regards to problems on card payments.
