from our website, when the buyers outside USA ask for number of licenses, it generates a dynamic value which is then taken to PayPal screen when they click 'buy now' button'. And when they enter the address which is outside USA, PayPal says this transaction cant happen. This is creating huge issue for our buyers who are mostly schools and we are losing business because of this reason and making it clumsy for schools. Is policy of PayPal has changed for buyers outside USA or we have a wrong 'buy now' button created? What is a possible solutions?
