The simpliest way to make subscriptions from PayPal balance

I need to implement customers subscription on merchant's site. I've done it via ExpressCheckout from link but it has the limitation that forced me to find out other solution. Using this flow, customers should have an active card. I need to accept customers to subscribe without credit/debit cards only with PayPal balance . How to do this?

At the moment there is a requirement for most PayPal regions to have a card on the account. Customers coming from Germany for example do not, they can have instant bank for example. But overall a funding source is required.

We don't we don't have an external facing list With a breakdown of required funding sources, essentially the rule of thumb is that all countries require an instant funding source on the account to create a subscription, but some are ok with instant bank funding, while most require a card.
