Sandbox - Setup using API credential - Testing with error / Cannot locate logs in the sftp reporting

Our website used to configured Paypal payment in early 2007 using APIs and had been working fine. Had stop using it for many years since we had closed down that Paypal account. We recently open a new Paypal account and wanted to use the same setting to reactivate the Paypal payment mode.
Got the following error message doing a testing on my website (via APIs - username, password and signature) using my sandbox account using the sandbox site:
https://api-3t.sandbox.paypal.com/nvp and
https://www.sandbox.paypal.com/webscr?cmd=_express-checkout&useraction=commit&token=
I created a sftp under my sandbox account to lookout for logs but there was no logs for me to troubleshoot. Please assist on how do I go about find out how can i resolve this problem.
