Paypal payouts vs deprecated adaptive payments - recepient fee instead of sender

Hello everyone,
i have platform from which i wants to send money to recepient(s). Currently i have integrated Paypal Payouts (https://github.com/paypal/Payouts-PHP-SDK) but the problem here is that the fee is paid from my side instead of the recepient. I have integrated Adaptive payments from which i can choose the option - recepient to pay the fee, but i can not make the App - Live, because this type of payments is deprecated and i can not get APPID for live enviroment.
I wants to send the money from my balance to paypal email address.
Do anybody know some authernative way to do that?
