Pay Later implementation with Express Checkout

We are an Australian company. Can we implement Pay Later (Pay in 4) with Express Checkout using server side PHP code? All the Pay Later documentation refers to Java Script based implementation.

Pay Later is a latest feature which offers short-term, interest-free payments, longer-term, monthly installments, and other special financing options that buyers can use to buy now and pay later, while merchants get paid up-front.

Pay Later is included with the standard PayPal Checkout.
