Migrating from SOAP to REST

I have an application that bills subscriptions each month using SOAP - I generate a billing agreement ID when the member is joining and then I use this ID for future charges.
Is there a way to support this business model in REST without using the Subscription API?

Thank you for posting to the PayPal Community. If you are already enabled for Reference Transactions, which uses Billing Agreements in NVP/SOAP API, in limited release Reference Transactions is available for Rest API.
