How to end a recurring billing "season" with days left over.

We have a bunch of users on a every 28 days recurring billing that we want to suspend for awhile. In a few days it'll be the end of the 2019 season. We want the "number of days left" to carry over. So if at the time of suspending a user would be billed in 10 days, they'd be billed 10 days after everyone is un-suspended. We wouldn't want every user being billed on the same day as if they were all overdue.
We use the really old NVP api version 71
It looks like the options are to:
1. Have it suspend and save the number of days left. There's no documentation on how it'd affect the billing dates.
2. Adjust the "Next Billing date" to the start of the 2020 season + "number of days left", I suspect it might not work for some if it decides it's "too soon" to be billed (to make any changes asap).
Also, I should mention that there's a good chance that we'll have the recurring billing profiles moved over to another payment processor.
