Editing Paypal Checkout in Cart and Checkout page

I am trying to change two aspects of the PayPal checkout. I would like to change the cart page so that the proceed to checkout button is bigger and that the PayPal button sits a bit lower than the proceed to checkout button so that it is easier to tap. I'd also love to remove "The safer, easier way to pay"

Another issue I wanted to solve is to reduce the padding below the order total on website, so that the PayPal checkout sits below without all that blank space.

Can this be done ? I am not particularly code savvy. Any help is appreciated
