returning 10501 error can't get it fixed, help please

Hi all

We are testing around with our sandbox testing accounts in order to set up an ecommerce website of which credit card transaction is accepted.

so we start off with sandbox testing accounts and have setup a preconfigured website payment pro account  and a buyer account , however we get error 10501 in return like the one showing below

from our understanding of this after doing some researches online, we need to accept billing agreement to activiate the account, so we tried:

 

1) create a preconfigured website payment pro account,  log in testing site,  try to accept billing agreement,  it asks us to reactiviate but the resultant page shows an error of message 11724

 

2) try to create a website payment pro account manually, but cannot go any further because it seems to require the real info of our company as well as the credit info (how exactly a testing account ends up asking for real credit card info?)

 

anyone please help us with this?
