What's the difference between Merchant and Premier accounts?

I'm working on putting up a membership signup sheet for a small club and wanted to have the option of allowing users to pay via paypal. It's not letting me, telling me I need a merchant or premier account. Now this is a small club and probably an even smaller set of members that would use paypal. Is there any monthly charge or minimum payments? Since it's possible no one will use it I don't want to commit to an expense if it's not used or used very little.

PayPal encourages Premier or Business Accounts and you will be obligated to switch to a Business Account no matter how big or how small your business (club) is.
