Paypal does not accept passwords over 20 characters. WHY?

as 20 characters is now my MINIMUM for length for a password, and i usually use many more for a password that is unable to be cracked by current technology.
Why are we unable to use a secure password length?

20 is pretty long, why not use a generator like this one : http://www.pctools.com/guides/password/
