At this time, PayPal only offers 3 withdrawal options: electronic withdrawal to a bank; withdrawal via check; or withdrawal at an ATM using the PayPal Business Card. He won't be able to send the funds to a card. However, he will be able to spend the money online, so that might still work for him!
