send money

My option to send money to friends and family or for goods is missing.  I have tried everything and I just keep getting charged to send money to a family member.  The two buttons, send to family or pay for goods, is not popping up when I try to send money.

Please Help

Click on send/request > send > put in email address > then you should get the 2 options.
