Unable to Select Payment Method

I am located in the US and am trying to send a payment to the UK. However, I am not able to successfully select a payment method. I have tried deleting my debit card and bank account from my PayPal and then adding it again, but I receive error messages. This worked the first time I tried it but the payment had to be cancelled. Now I can’t get it to work again. Please help!
