Not getting option to send money to friends and family only to pay for services

There is no friends and family option in your region.
Look at the menus at the top of the PayPal Homepage for your country:
https://www.paypal.com/tt/webapps/mpp/home
Nothing about sending money as personal payments, only options for shopping/selling.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
