Money holding/pending

Hello, So I’m new to PayPal. I thought for some reason you could send money to friends and family and my boyfriend sent me $15.00 and it took .73 cents which made it $14 and then now it is in holding status for 21 days? I needed this money today. What’s the point in having the pay family and friends if it takes 21 days to receive money? Can I just cancel and have them give my boyfriend his money back and cancel my account. Not happy at all.

Its down to how the payment was SENT to your account.

1. If they sent using money > goods / services option then paypal would see you as a seller and apply the new seller hold. They would also charge you a fee.

2. If they had sent using the send money > family / friends option then you would have had the payment instantly with no fee. (However that option is not available in every country).
