I apologize that I am in the US and am unsure about the card you are trying to add. I do know some Canadian banks issue ATM/Debit cards that are not supported through the major credit card networks like Visa or MasterCard. These card generally won't work through our system because we are unable to process them. You should be able to add the bank account information the card is tied to though to your PayPal account:
