Linking bank account

Paypal has been unable to link my bank account for the past 3 weeks, saying "We're sorry. We're not able to process your request right now. Please try again later." Why is paypal saying this?

Is it a bank paypal accept?

Have you had that bank account linked to other paypal accounts in the past?

@kernowlass Whenever I type in the numbers the bank shows up. It is BMO Harris Bank. And this is the first bank I have ever tried to link to paypal. I have a card that registered fine, but I can't use a card to transfer money into paypal.
