Long story short: I moved country, changed my phone number, and can no longer send international payments with my bank (One Time Passcode is stupid).
So I would like to transfer the last remaining amount from my old international account to my new UK account. Would this be possible by opening a PayPal account in my old country with the card associated with the account and sending myself money to a UK PayPal account?
I know I could ring my bank and set up the international transfer but this would be a much easier way, if possible, and not cost in international phone calls.
Thank you for the help!

Yes you can. Do you have a card linked to you PayPal account in your ‘old country’? You could just choose ‘Send money to friends and family’ and send it to your new account and withdraw from there. Just be aware of currency exchange rates (if they are different).
