I can send money from Namibia to Germany but reverse is not possible can anyone help

Hi all .... my I setup my Paypal account and even tested if it works by sending money to Germany , but in the other person is unable to send me money via PayPal ...... is their restrictions on my country of origin or did I set up my account wrongly .... cause when my brother try to send me money back ..... he needed an email and a profile ...? Can anybody help

The option to 'receive' paypal payments is sadly not available in your country.
You can only 'send' payments for purchases.
