You can't add cash with the PayPal Business Debit MasterCard. You can only make purchases with it and the funds are deducted from your PayPal Balance.
Generally if you get paid from a sale or someone sends you money and it goes into your PayPal Balance, or add money to your PayPal Balance through a linked bank account, you can use the card at other online merchants or for in-store purchases.
