Ebay payment pending although in PayPal it appears complete. Seller not sending item

Hello,

 

In short, I won a bid for a rather expensive item (iPhone 12 Pro Max) and made the payment via PayPal. Both me and the seller have history on eBay, 200+ transactions, 100% positive. In eBay the payment appears pending, while in PayPal it appears complete.

 

The seller send me a screenshot with the funds "on hold" in his PP account. When I mentioned that they will probably clear after sending the phone, as per the article here https://www.paypal.com/us/smarthelp/article/my-payment-is-on-hold.-why-is-this-happening-faq3297
he replied that:

"The fund are on hold. Because of security reasons. Not for phone. They are doing check to make sure it’s you I guess.
This what they have told me today and not to send the phone until clear. You should ring PayPal tomorrow first thing."

 

I'm not sure what my options are right now. I don't know how to contact PP directly, I keep getting directed to the community help so here I am :-).

All I can do is start an "item not received" in resolution center and escalate to get PP involved.

 

Any suggestions?

If its marked as completed in your Paypal account then you have paid. The fact its pending on the SELLERS end is between them and paypal as they are new sellers.
Funds are held for 21 days BUT released more quickly if they provide a tracking number (delivery + 1 day).
