Choose Accounts - No options present

Hello. I'm trying to link my bank account - I use Scotiabank, for reference - and I'm at the stage where I am asked: "Choose your accounts".

Is there supposed to be some sort of options list here before the "PAYOR’S AUTHORIZATION FOR PRE-AUTHORIZED DEBITS (PADS)" segment? Because if so, it's absent for me. My only apparent options are to click "Agree and Link", which prompts me with the message "You must choose at least one account", or to close the whole process.
