why there is reverse from my bank account when I try to withdraw money?

Cannot withdraw my money to my bank account anymore. My bank account work just fine. I still can use it for Payoneer. 

But every-time I try to withdraw money the systems will automatically reserve.

I try to reach PayPal team for help but never can reach them, only the auto bot and so many links.

What should I do?

Paypal does not support Payoneer (or other virtual banks), you can sometimes add an account but it won't work properly and Paypal advise you against trying.
