trying to transfer money to bank for days

I received a gift. I can log in to PayPal, I can pass the security questions, I've added a phone number and it's been verified, etc, but PayPal still says "Right now, we’re not able to transfer the money to your bank." It seems as if there are no humans at the call center even during business hours? How is this legal? I want a human at PayPal to admit it is my money, that I have access to it, and comply with my wishes for where to send it.
