"We can't verify it's you." when attempting to link two Synchrony Bank accounts.

I have two PayPal accounts and I was able to link my Synchrony Bank accounts without any issue on the first PayPal. The second one keeps returning the above error whether I try to link both at the same time or one at a time. I have tried on Chrome and Edge browsers and cleared cookies. Is this a site error or a security flag? Do I have to call PayPal to have them process the link manually?
