"Instant transfer" to debit card missing as an option.

Hello, for about 3 to 4 days the option for instant transfer to my debit card from Paypal balance seems to be missing. This happened again last month at around the same time, since I was trying to withdraw money to pay my bills, which is the exact same case now.

Well, it would appear that the option disappears for me for the first week of the month and then it reappears again. Not sure exactly why, but I'm writing this in case someone else runs into this issue and is just as confused as me.
