If the seller accepts direct payments via a card then yes.

You have a UK paypal account so presumably you are in the UK only...........
Withdrawals are 2-72 hours in the U.K.

Ah sorry about that, in that case..............
Transfers from bank accounts are never instant, that is why when you buy something paypal credits the seller upfront for you and paypal take the wait for the funds to transfer to pay them back again, this is so you get your item without delay.
However they only take that 'risk' if you pay...
1. Bank transfer but have a back up card linked to your account as well.
2. Debit or credit card.
If you have option 1 but have no back up card linked then your payment may go as an echeque and you and the seller will have to await clearance.
That also may happen if you have had a failed bank transfer OR negative balance with a payment OR they consider you a high risk buyer / transaction.
If they do process it 'instantly' for you ie credit the seller upfront then the funds will leave your bank account from a few hours up to a few days later.
